Private Messages Functionality?

I've been trying to send private messages to other users, but am sternly reproached that "You do not have permission to access this page." Are PMs restricted to admins and such only?

Private messaging is reserved for "Community Supporters". Click the "Support the Site" link at the top of this page for more info.
