At the start page, under my avatar, I´ve this "Rep Power:1".
I´ve never seen that before. What does it mean?

Dunno. My guess is that when you give someone xp, it's worth 1 xp.

Yep, it means you give 1 XP at a time. As it happens, so does everybody else (except mods/admins).

Morrus already answered your main question (rep = amount of xp you give someone each time you give xp).

As to checking if you've ever given someone xp, go view your account ( http://www.enworld.org/forum/usercp.php )
near the very bottom it shows the most recent xp you've given (if any) and xp you've received (if any)
