Top-Rated Download function doesn't work!

The top-rated download page doesn't seem to work - it says there that a download needs five votes to be listed, but now that my setting has finally gathered five votes, it still isn't listed there.

And I really wanted to be listed as "top-rated" somewhere...

Come to think of it, when you list the setting proposals by rank, none of them are listed. Yet the "list" seems to have two pages anyway...

Are the "ranking" functions of the Download Section completel deactivated? And if yes, are there any plans of activating them?

The whole bleedin' site doesn't work! I'll worry about minor details like this when I actually have a website which stays online.
