Is soliciting donations or otherwise requesting money allowed on enworld?

I think since the other one is an actual organization it is allowed, but individual begging here would be tacky. Just my opinion.

Seem odd that a "reading club" would want gaming materials. I would think they would want novels. :: shrug ::

Well, it is a sci-fi/fantasy club. I'd think they'd want both.

Not sure what the Admins will decide but personally, I think that unless you are a webmaster of an RPG-related site (at least as much as those other guys, that is) or who needs support for your site, or someone organizing a con or needing stuff for a group abroads (like these soldiers in Bosnia), it's probably not acceptable to ask for money in EN World.
Still, be aware that such a thread is basically spam. (If you are asking for money, at least.)

Or maybe (no, make that maybe) if your existence or health is threatened - but that would have to be decided on a case-by-case basis (also, in that case, ask whether it's okay first).

Also, unless the thread is very necessary, I'd take a dim view of bumping such a thread (no matter whether by the thread starter or not) more often than once a week (and for longer than a couple weeks) - whether by an open bump or "topical" one. (Trust me, I can tell whether a post is a bump. )
So I'd advise the starter of such a thread to make it interesting enough to stay on the first couple pages on its own.

tleilaxu doesn't seem to fit any of these categories anyway, though.
