Move mark forum read to top?

Is there any way to move the new thread, subscribe to forum and mark all messages area that's at the middle of the bottom of the page to the top. Possibly replacing the new thread button on the left hand side.

I seem to be way to used to seeing that option at the top.

I don't think removing the 'New Thread' button on top would be a good idea.
Moving the 'mark forum read' button right now to or below it (or adding a second one there) would be good, though.

Clarification:

I meant taking the whole block at the bottom in the middle

new thread
subscribe to this forum
mark this forum read

and replacing the new thread at the top left with all three.
