Nerfed Non-Skill-Boosters Thread

I want to post a thread. I want input on the thread. I do not want it to be moved (as seems to happen... a lot). So, where should I post this? General seems best to me, but...

Basically, it is about the "nerfing" of the Cloak of Elvenkind, etc., from 1e to 3.5, how I think it (the nerfing) is based on a faulty mechanic, and how this could be fixed...

Now "since it has numbers" it belongs in rules. Since it is about creating a "new" item, it goes in Housr Rules. Since it discusses 3.5e mechanics, it goes in Rules or General, and...

I get confused...

WHERE should I post this, to avoid the dreaded move?
