Question on point blank/precise shot feats

I cannot remember if you can take the feat point blank shot then precise shot for a spell that is a ray or even for spells with range, period. I ask for the reason that I want to make a touch attack and make it like a ray spell with the feat reach spell, then I want to have spell caster take the feat point blank shot for the ray and then maybe later take precise shot to not get that -4 in melee attack. Can this work this way or is there a better way to do this?

They do apply to any spell with a ranged touch attack.

Note that these two feats you mention do not require you to specify a weapon. They work on any ranged attacks you choose to make.
