I don't know, is one of those supposed to be better than the other? Is this a trick question?

Honestly, they both look about the same to me. I mean, both are harbor cities, both have buildings, both have streets, and both are surrounded by forests.

To me, what makes a city useful is content, variation, and portability.

Scarred Lands' Necromancer city was neat, but I wouldn't have any use for such a thing in my world. Same for Mithral, city of the Golem - neat, but not applicable. I don't think they're shooting for portability, anyway, with their stuff.

Port cities are always good, but if you're going to spend the time making cities, might I suggest some that would be useful to me:

Elven Villages
Halfling Villages
Gnome Communities
Dwarven Stronghold and Mining Complexes
Fay Community
Cities in the forest
Cities in the mountains
Homlets and farming communities

All of those would be immensely useful.
