Monster Progressions OGL?

Is the concept of monster progressions introduced in Savage Species usable in a 3rd party product?

The rules on "monster progressions introduced in Savage Species" themselves are not Open Gaming Content, and no portion of Savage Species has been released into the SRD. Some publishers did create similar rules for this concept however, as Garnfellow noted above.

Throwing Dice Games' Character Customization has a pre-Savage Species OGL version with progressions for a lot of srd monsters. It does not require going through the whole monster progression before moving into other classes.
