With the GSL you are not allowed to redefine anything in 4e. What you can do is create an all new race called "Descriptor" Dwarf and then list for that new race the traits you want, adding or removing as you see fit.

I would look at how other GSL publishers are doing things for an idea of how to go about it.

IANAL, but I'd recommend creating an 'entirely new' race called solar dwarves, with a full racial writeup like dwarves have. Then under its traits list and reference the abilities it has that are the same as a normal dwarf. What you should not do is say, "Solar dwarves are the same as regular dwarves, except . . . "

uses the rules found in the D&D 4E PLAYER’S

Mark of War: A dwarf is an enemy, and never an
ally, in the target entry or elsewhere within your
powers.

Firstly, I think they are taking a risk with GSL compliance. I would suggest this is not a good example to copy if you are doing anything controversial and have any reason to think WotC will take a close look at your licencing status.

Secondly, APG might think they are OK here because they are only applying a new trait to the 4e reference 'elf' and not taking anything away, which is what you propose. When you remove a trait, it is much clearer that you are redefining what 'dwarf' means, not just adding to it.
