Can Assassins kill rogues of any level? or are rogues 4 level higher immune?

Yes.

Of course, they stack. E.g., a Rogue 5/Assassin 2 counts as 7th level for overcoming uncanny dodge. (I forgot where it's explicitly stated but it's kinda obvious anyway.)

Rogues can sneak attack whomever they want (except those who are immune to sneak attack, like undead). They just have to flank the enemy or attack him when he doesn't receive his dex bonus to AC.

I think you're confusing something here. A character with improved uncanny dodge cannot be flanked, except by a rogue who's 4 levels higher. So the rogue 8 can flank the rogue 4.

But simply being a higher-level rogue doesn't render you immune to sneak attacks. Of course, Catching that high-level rogue flat-footed will probably be impossible, attacking when hidden or invisible doesn't work either, and you cannot flank him (as you'd have to be 4 levels above him for that), but it's still possible to SA him: restrict his movement or render him helpless (hold person), or use feint to distract him.
