I suppose that means that WotC is allowed to use my ideas without any restrictions... okay.

But if I 'm not selected and try to publish my world elsewhere ?

Does that means that WotC can forbid me to do that ?

(sorry for my bad english... I'll use an electronic translator for my submission).

No.

It means that if you come up with a world that is about a small group of heros defeating a dragon army with dragonlances and dragonorbs you won't sue WotC for coming out with Dragonlance d20.

Lots of people can come up with the same idea. The winner may have a proposal that's different from yours, but has the same core idea. This clause prevents all the people with sour grapes from suing. Its pretty standard, especially in TV and movies.
