If a PRC, spell or feat was in a 3.0 book and was not updated in any 3.5 book, is that PRC, spell or feat considered to be 3.5 legal? Is there an official ruling on this either way anywhere?

There has been an official ruling via Wizards, that basically said that yes, if it hasn't been updated, then it is considered 3.5 compliant.

I'm at work, so I can't provide the exact quote, but the answer is above.
