Venegor the Tarnished - CR 64 Dragon

In Venegor's youth he walked the battlefields of Acheron, feeding off the metal and steel that was left behind on the dead. He was a mutant among dragonkind, an abomination. Venegor is a Rust Dragon mutated by some foul energies and emerging from his shell with 7 heads. Shunned by his own kind, Venegor became known as the Tarnished One, he was ridiculed by other dragons, even attacked by larger dragons, left for dead several times. Under constant threat, Venegor did the only thing he could, he adapted, training and honing his breath weapons, and researching arcane arts that would amplify his potent breath. He began to travel the mortal planes, coming under the watchful eye of dragon hunters.
Time and time again, adventurers claiming to be dragon hunters would track Venegor down and meet their end, but they began to become a favorite food, bringing magical metals to his doorstep, feasting upon the rust of magic items is Venegor's favorite food. Venegor has become ancient, and keeps a great horde of treasure rusted from his presence, now just a worthless mass of metal where he makes his bed. He allows his presence to become known to dragon hunters so that he may feast upon them. So come, if any dare and face Venegor the Tarnished.

Tactics:
Well... if any could face this CR 64 beast they are in for a nasty surprise, all seven heads bringing their full power of corrosive breath... To begin combat, hopefully in the air, Venegor unleashes the full power of his breath weapons. Usually casting two quickened spells in the first round along with maximized clinging breath. Due to his feats in recover breath he can usually breath every round. If he cannot breath he will usually strike out with disjunction spells or time stop and prepare to breathe again, utilizing spells that boost his breath weapons, like blinding breath or enervating breath. Venegor takes no chances, he destroys his enemies, he will not hesitate to destroy everything around his enemy, just to get at them.
If opponents are immune to his breath weapon, he will change it with his spells to a different element type. Due to magic items that Venegor has, teleportation cannot be done and he has true seeing and darkness/light effects are interrupted.

No Wish? And why so many Recover Breath feats? Surely he can just breath with another head? This would free up feats for more useful feats like energy substitution. And you should detail his magic items more.
