When you drown, your HP are zero and you are unconcious.
Are there any templates or feats a human could take that let you act (liek staggered, at least) while in this condition?
Aside from giving them water breathing through such feats. Kindof a "drownhard" feat.
Already know about the wildshape feat that lets you grow gills. (would that actually work, say, agains the ability of the Drowned?)
