If a scrag cannot get to a source of water -- i.e. they're not encountered completely submerged in water -- how much would it lower their CR?

I'd recommend dropping them by one CR. All they are really losing is regeneration, and are slightly slower. It's still just as tough as a forest troll (MMIII) at CR 4, so I wouldn't go any lower.

Scrags already seem a bit weak at current CR. I wouldn't drop them more than one.
