But we don't roll HP in LEW -- and the lowest anybody can get is the equivalent of rolling 3. Since our point-but scheme doesn't allow any -3 modifiers, there is absolutely no functional difference between this feat and Improved Toughness (except prerequisites).

I vote YES. I personally don't find the Toughness requirement necessary, but since it's in the "nerfing" direction, I'll give it my approval.
