A few notes...
- Upon casting Alter Self your mount can't become a phase spider because your CL is only 4, thus allowing only 4HD forms. Phase Spider has 5 HD.
- You can't polymorph a 4 HD creature into a 6 HD Hydra. The wording for Polymorph reads: "The assumed form can’t have more Hit Dice than your caster level (or the subject’s HD, whichever is lower)"
- You retain your HP when using Alter Self, Change Shape, Wild Shape etc. Getting a higher CON score does not grant you more HP.
- Your Lay on hand ability does not function when your Charisma modifier is 0 or lower

Regardless, I'd say Soloman wins, because his/her damage is not linked to Sneak Attack, he is more likely to hit, and he has better mobility. He is likely to win initiative and thus fly away if Slayer casts Invisibility. Plus mounts have Scent, granting him some limited protection against invisible creatuers.

Too many variables. Nobody should Power Attack with that attack/AC distribution, and I fail to see where the Slayer can pull off more than 1 or 2 Sneak Attacks (much less some combo of 2d6 SA that comes out 9d6 in one round). Soloman might join the Slayer in Fallen Paladin status if she turned herself into a devil (turning one's self into a race that is "always lawful evil" can arguably be an evil act).

I can say Soloman kicked herself in one leg until it broke when she decided it was a good idea to put a 12 in Charisma (Save bonus? Decent Lay on Hands? Usable Turn Undead or Divine feats? Bard Spell DC's?) and a 6 in Wisdom (Spells? BLESS WEAPON?!). Aasimar is a good paladin race because of its bonuses in those two abilities, and Soloman essentially threw those advantages away.

Assuming they have a big bad hatred of one another and withdrawing from combat does not enter either one's mind, the Slayer wins from having actual access to Corrupt Weapon (since he didn't do something idiotic like put a 6 in Intelligence) and all those crit enhancers.

1) levle 5 Fallen Paladin gein 1d6 SA.

2) 14 cha bouns 1 level 2 spell of bard, only way to cast alter self.

1) ok, I forgot, alter into a spider eater, 4HD.

2) "5th–7th +2 +4 +1 6 Empathic link, improved evasion, share spells, share saving throws"
level 5th-7th paladin mount +2HD.

I am cast Polymorph not alter self.

Polymorph reads "This spell functions like alter self" and nothing in the spell description contradicts the HP rule of alter self. No matter if through alternate form, shapechange, wild shape, or a spell or spell-like ability, you retain your own hit points.
