Black Dragon breathes from beneath water?

We have a situation where we are facing a black dragon that is ~15' under murky water (to gain total concealment). It breathes from that depth and hits a PC that is standing on land with acid. Is the attack entirely legal?

I would probably apply a -2 to the dragon's attack simply due to the distortion water can have on images out of the water. Other than that I don't see much problem with it - you can still run away can't you?

Keep in mind that the PCs will want to rain down AoEs and other ranged attacks into the depths as well.

Is there any rule that arrows cannot pierce that water, for example?

As a DM, you will need to decide whether water serves as a negligible, soft, or hard barrier, and then stick to your choice consistently.

As a DM, you will need to decide whether water serves as a negligible, soft, or hard barrier, and then stick to your choice consistently.

There is no rule that they can't pierce the water, but a DM might want to liberally interpret the Aquatic Combat rules in the DMG pg 45 to include arrows shot into water, which would provide a -2 attack roll penalty.
