I didn't even notice that it was Int for the attack roll. I think that definitely makes it a lot less useful for most warlocks, and the +2 is at the least necessary to bring it into line. Makes it a bit of a niche power then, doesn't it?
Would being in the Star Pact limit the tieflings ability to take advantage of their affinity for fear and fire?
In the dragon article alone 10 out of the 17 new attack powers are fear, the Doomsayer PP's are fear, and there are several fear based powers in the PHB. If you don't mind not having a fear based at will, you could probably dump Con and still have nothing but fear powers outside of your eldritch blast. Of course there are dangers of putting all your eggs in one basket.
