What to do when the character's ability scores exceeds the limit?

To make the character you describe with 32 point but I'd do this:
Str 14 (6 pts.)
dex 15 (8 pts.) (for Ambidexterity)
con 14 (6 pts.)
int 14 (6 pts.)
wis 10 (2 pts.)
cha 12 (4 pts.)

Not quite as good stats as you want but good enough, looks like the kind of build I use for couple of me fighters. At level 4 boost dex up 1 and every level after that I'd go strength.

Due to the way the point-buy tables are arranged, 14 is the "sweet spot" where you get the most benefit for the least point cost. So if your character concept seems to favor multiple high scores, slapping 14's in the critical places and playing with the points is the thing to do.

Think of your character as a POTENTIAL Hannibal, Kasparov, etc., and not as one that is already there! I suspect these famous people achieve their fame through their skill development more than natural ability. If the character lives long enough, THEN you can concern yourself with things like whether or not he's "going down in history".
