Wizard Implement Expertise

Sorry, but if you match the feat to the mastery you could as well leave it away.

21 in primary and 17 in secondary is trivial.

wis and dex seems right, as cha 15 is needed for spell focus and con is always good.

Also con 19 for bludgeon mastery is also not that bad, because as summoner with dual implement mastery and staff and tome gets a lot survivability for himand his summons with that high constitution. Take staff fighting on top and a bit dexterity and you have a cool fighting wizard.
