Hexographer is a software application designed to let you quickly and easily create hex maps. There is a free web-based version as well as a pro version that runs off-line and includes a few other special features.

A full list is available on the Hexographer forum, but here are the highlights:

*The ability to add "Map Items." You can add buildings of various shapes and sizes, a couple of different types of trees and tree clusters, a "compass rose" for creating a compass (just add an "N" or "N" "E" "S" and "W"), and more. Note that I think there will also be an option to show semi-realistic versions of the buildings with one of a few textures soon. See the attached image for a simple town created in about an hour.
*Instructions for each of the main tabs of functionality.
*Several new terrain and feature icons were added: cultivated farmland, deep sea, deep ocean, fishing, ranch, winery, airbase, army base, crater, spaceship, good magic source, bad magic source.
*Hex numbering was pulled out to a separate window. It is accessed through the "Customize Hex Number Settings..." item on the "Options" menu.

And more...
