Arcane Fire + Fire element

Trying to optimize an elemental wizard, and so far the build seems to be focusing on cold (because for some reason Wizards decided that only one element deserves good feats...)
I'm wondering about the arcane fire feat:
When you hit a target with an arcane fire power, that target gains vuln 5 cold against the first arcane attack power you use against them before the end of your next turn.
Does the opportunity attack of a fire elemental summoned by you count as an arcane attack power (hence causing vulnerability)? This would be really sweet, because then I could use a cold power every turn and deal the extra 5 damage without needing a standard action to deal some fire damage.
My original plan was to go with flaming sphere and use the indirect damage for enemies next to it to trigger arcane fire while using cold attacks on my own turn. This doesn't work because indirect damage doesn't count as 'hitting with an attack'.
