Hmm, well I prefer Draconic to Common.
How about Automatic Languages: Draconic and Tortle. Bonus Languages: Aquan and Sylvan?

The "Snappers as Characters" section needs to either be developed or dropped.

<edit>Also on reflection I'm not sure that they warrant a +3 Level Adjustment.

Considering Tortles and Lizardfolk both have "As Characters" sections, I'm going to keep it in.
Also, I thought we'd agreed on the Additional Languages bit, which is normally in that section.

Good point.
You might be onto something there. A snapper's not much better than a +1 LA Lizardfolk. The swim speed and another +2 Str and Con is good, but the slower land speed and -2 Cha is bad.
Maybe make them +2?
