ZEITGEIST Question about Zeitgeist Adventure 2

I was looking at the Surgical Precision power at the back of The Dying Skyseer, and it's causing me some confusion. The item card and the power card detail two different abilities, and I'm curious which one is the correct one.

Huh. That's odd. Must have been one of those situations in editing where you'll ignore something that shows up twice.

The 'power card' was an earlier version that I decided against using, but apparently I forgot to remove it from the document when I sent it to layout. Using the encounter power listed on the 'item card.' It isn't ridiculously overpowered like the power card one is.
