All Simon does is miss, so it doesn't matter what attack matrix he uses.

That's one of the vagaries of 1E AD&D as opposed to 3.5E D&D: Different classes have different attack matrices. Fighters, Rangers, and Paladins hit AC 6 with a 14. Clerics, Druids, and Monks need a 14 also. Magic-Users and Illusionists need a 15. Thieves and Assassins also need a 15. Look at page 73 of the 1E AD&D DMG.

And, before you ask, Raggs is a Fighter/Thief and so attacks using the Fighter matrix.

It's a tough break for the M-U, I know, but in AD&D, spell slingers really had no business getting into melee combat unless they absolutely had no other choice. Even missile combat is not that easy for them, but M-Us are at least as likely as anyone else, and more likely than many, to have a missile attck bonus for high dexterity (requires a 16+). If you can manage to hold on until we get through some more encounters while 1st level, my plan is to do some "hand-waving" and bump all PCs up to about 4th level. That should make everyone's character much more playable.

Here's something I didn't know about AD&D combat:

4. The spell caster cannot use his or her dexterity bonus to avoid being hit
during spell casting; doing so interrupts the spell.

More movement in combat, from AD&D DMG

Charge:
This action brings the charging party into combot on the charge round, but
there are a number of considerotions when it is token.

Movement Rate Outdoors: Movement bonus for charging in normal outdoor
settings is 33%% of base speed for bipedal creatures, 50% for
quadrupeds. (Cf. TSRs SWORDS 8 SPELLS.)

Movement Rate Indoors: The indoor/dungeon rate is greatly reduced due
to the conditions. Therefore, all movement of the charge is double base
speed, remembering that encumbered creatures are not allowed to
charge.
The opponent must be within 10' distance at the termination
of the charge in order for any blows to be struck during that round.

Armor Class of Charging Creatures: There is no dexterity bonus allowed
for charging creatures. Creatures with no dexterity bonus became 1 armor
class lower, i.e. easier to hit.
Thus on AC 3 creature becomes AC 4. There is
no penalty to AC 10 creatures for charging, however
