Character creation is basically its own mini-game.
I like to make characters. Even if I never get a chance to play them.

Do most people like the character creation mini-game?

Hard to say. Depends on the minigame really...which i know nothing about. Do you know something I don't?

I enjoy indulging in it, myself, but I'm afraid it's presence detracts from the game more than it adds.

There is one in D&D? I know in Traveller there is one, where you take each character through different terms in his past career, but D&D is quite a bit simpler.

I love creating PCs for games I'm playing, even if I don't love the game. I've got hundreds if not thousands of unused PCs statted out, covering 100 or so systems.

Heck, even though I'm not a huge fan of 4Ed, I have at least one PC for each race in PHB 1-3, plus a few from the campaign settings. Some are just "outlines"- race, class, name & stats, plus a few details, others are fully realized, waiting to be used, like Rigel ibn Azimech and Hellbox.

I totally treat it as a minigame to the point I write down each power/talent/ability that 'fits' my PC's concept and then usually roll one randomly from that list.

(Yes I love randomness, and yes, I do build PCs this way ...But I DM mostly and determine almost everything randomly).

Sure but not as much as the rolling for treasure minigame or the choosing which monster I want to eat the cleric's head minigame or the lets go shopping for gear minigame or the it's combat time minigame...

There's a solo play minigame in the back of the 1e dungeon master's guide that I like a lot when I get really tired of playing the real one.

I really think someone needs to play fewer video games it seems to be affecting their thought process.

Now it's time for me to play the make some coffee minigame.

A lot depends on what one calls the "character creation mini-game".

If it a game because it is won or lost - one either builds an optimal character that will find all challenges easy or a non-optimal one that won't manage - I do not want to play it. I want to be able to create a character I like, without being forced to choose between flavor and playability.

If it is a game because the character creation process is fun in itself, I'm all for it. I like creating characters, even when I only play a small percentage of them. It is not a problem for me if character creation takes long, if play afterwards is fast.

I, like Dannyalcatraz, have probably created a bzillion character outlines over the years (though in my case they were pretty much all for D&D). I do have to wonder, however, whether this time would have been spent more productively if it had been less interesting to build characters and more interesting to build monsters, or some other game element. Though since building characters seemed to be compelling even for systems without finicky stats such as skills an feats, like AD&D, I am not sure how barren the character building system would have to be before it stopped being compelling.
