Given the flow of the stream and how the locket was tangled amongst the rocks you can guess with almost surety that the locket must have been lost somewhere further up stream and the current has carried it down to this pool.

As Wat is looking over the locket, his attention is caught by the stream slowly flowing in the background. That's when he puts them together.

"The locket would have been carried downstream. Given the nature of the locket, I doubt it would have been discarded intentionally. We should seek its source."

The adventurers forge ahead and finally reach the end of the tunnel where the cave walls are entirely made of sparkling crystals. The glittering passageway opens up into a domed crystal cavern that reflects light in rainbow-hued patterns. Mirror images of these starlike lights reflect from the broad, placid pool in the floor. A waterfall on the far side of the cavern feeds the pool, although the torrent seems to be frozen in time. Like clear jewels, droplets of spray hang stationary in midair, and the water's suspended plunge does little to disturb the stillness of the pool.

At the nearer end of the cavern, the pool feeds the stream that runs into the tunnels below. Tinkling music, like that of tiny wind chimes, fills the air, as if the crystals are singing Their pure notes resonate in perfect harmony with one another.

Magic is so strong here that the fey crossing Lord Carric mentioned is likely to be close at hand. The nearness of the crossing could explain the waterfall's state.

Sabynha is struck by the sheer beauty of the scene in the cave, and left completely speechless. She wanders about the cave, looking at everything, drinking in the moment.

Having never seen such a sight in all his travels, the desert born monk followed Sabynha about the cavern, looking deep into the pool of water. When they reach the part of the cavern where the waterfall is frozen, Gray reached out to touch one of the droplets of spray that hung in the air, wondering if it would feel like liquid, or like a solid piece of ice.

Rain, in spite of what she said earlier, doesn't mind the initial momentary distraction.

Looking around she murmurs to herself in Tsugo, "Sáng lạng!"

Focusing again at the task in hand, she moves over to the waterfall to study the magic, wondering how stable it is and if it is safe to touch. She wonders if she can see through it, but finds the polarised light shining in the waterfall's spray too glaring to see through.

Arcana check to study the waterfall = 15. Not great.

Perception check = 3. Can't see anything, too pretty!

Wat also examines the "stuck" waterfall. But such manifestations were not his specialty having lived in a temple most of his life.

As Sabynha wanders about the cavern gazing at the beautiful surrounds her sharp eyes pick up that the multicolored lights on the cavern ceiling and the surface of the pool are reflections of the torches the group has lit. As the torch bearers move the reflections follow the movement. Her trained ear is able to distinguish that the harmonious tones come from within the crystals as if the rocks are somehow alive even though they can neither speak nor move.

Gray wondering at the hanging droplet of water reaches his hand out towards the falls instinctively. To reach the hanging droplets he wades through the crisp water of the shallow pool fed by the waterfall. Where he enters at the western side of the cavern, where the stream descends into the tunnel the group has recently ascended, the water is flowing, but as he nears the the waterfall the flow slows and stops, the water's consistency becoming thick like tar. He struggles so much to progress that he finds he has actually climbed up and is now walking upon the still surface of the water. Touching the frozen droplet hanging in the air feels quite remarkable. The texture is liquid and wet, the drop deforming like ooze at the monk's contact.

Rain and Wat's study of the enchanted water in the pool is more direct. Both immediately gather that it must flow from a place in the Feywild where time travels more slowly. But distracted by the rare beauty of the place they see nothing through the waterfall nor divine anything as to its nature.

However, Wat's comprehension of the state of the water is somewhat deeper than Rain's.
    Wat; Arcana (DC 19)
The state of the water does not necessarily indicate how slowly time flows beyond the waterfall, just that a difference in time flow exists between this world and the one beyond.

Gray smiles as he touches the ooze droplet of water. He glances over at the others with a proud-ish look that says "Hey mom...look what I found!" Climbing back down off of the water platform and wadding back through the tar-pool, the monk steps out of the pool, sure to not want to be caught in that location should another fight between the group and some strange water creature break out in the crystal cavern.

He wasn't fully conscious of it until now, but he would swear that he almost heard voices in the sounds the crystals were making. Like a child talking to an imaginary friend, Gray spoke to the crystal walls with the tone of a playful young boy.

"What is this place and who are you?"

Gray receives no reply to his playful question.
