Purchasing Gear & New PCs of Higher Levels

Some time ago Mowgli asked about purchasing gear for the new PC brought in after an old one is retired. I know I responded that I felt they should be able to buy whatever they have funds for without having to make rolls in the Mystic Pearl. I don't remember if anyone else put forth an opinion but I think we need to make it official and add it to the wiki.

I know the judges gave a thumbs up to my buying Eanos' first bunch of equipment as if 1st level (i.e., without availability rolls). I guess I assumed that was noted somewhere, but if it's not, I'm for it.

Considering the characters have months of time previously available that they could have visited the Pearl weekly asking, "Got something that fits me this week?", YES.

Caveat: If the retired character is identical to the original who was too impatient to wait for crafting work to be accomplished, a mysterious meteor swarm shall strike and leave a crater.
