The free city of Kelistin's rise to empire began when Marcia Hyell was First of the council, and the city-states of the continent to the west had banded together to break the city and take the profits of the trade among the planes for themselves. What happened instead was House Lyrandar's fleet -- not for the first or the last time -- broke the navy that had tried to take the island instead. Which left the attacking cities with few defenses against piracy, and the westernmost continent had more than enough of those to take advantage of that weakness.

Within a year, the city-states were begging for the protection from the island they once sought to conquer. Within a decade, Garen d'Lyrandar had been adopted into house Hyell and would follow Marcia as First Counselor. That would prove to be a pattern; while the scions of House Hyell have often been skilled leaders, just as often they have chosen to adopt a promising leader into the House.

It is noteable that despite having unquestioned mastery of three continents and the city of portals, the Hyellic Empire has never staged an outright war of conquest, except perhaps for the reprisals when the pirates that had threatened the continent to Kelistin's immediate west thought they could treat the Imperial Navy like they had the fractured fleets of the western city-states.
