It's not exactly what you're asking for (and this is actually for Pathfinder), but I've found the following tables useful for assigning ad hoc target numbers:

The Gneech's "Page 42" for Pathfinder.

His assumptions are noted at bottom, so you can tweak and mod the numbers across the board as you see fit.

That is pretty good. I would make hard and heroic nonlinear after level 10 tho.

OP here. Theo's link to Gneech's table is exactly what I was looking for - something for a quick estimate of how hard a skill check would be for an "average" character of a particular level (aka ECL or CR). Obviously, "average" is a broad category and outliers like jumping Thri-kreen exist, especially in 3.5e, PF, etc. but I think the idea is still a useful one.

Do you really think DC 36 is "hard" at level 20?

Any skill that you have maxed and that uses your main attribute will succeed a DC 36 automatically (even on a 1) without magic or racial modifiers. Anything you care about, you will have magic for.

This rule of thumb breaks down at higher levels, that's all I am saying.

How can you hace a +49 without racial?

Skill rank max would ve +17 in level 14
+2 sinergy
And let's assume a +5 ability modifier

It would be 24 at best in that level, without magic to help.
