In the Meta forum, Morris has said that he has turned on server side caching of pages for a while until the new server is installed and running. This means you might have to hold the SHIFT or CTRL key while clicking reload on a page to get the update. SHIFT-F5 or CTRL-F5 should also work in most browsers.
It is annoying, but likely the only thing they can do to keep the speed reasonable until the new server takes over.
