Another intepretation is that Doctor Clara wasn't doing the things she did to be "good" but to be "The Doctor"
So she's running around doing stuff, but more focused on being The Doctor, than actually helping the people. Thus, not making it a "Good" deed. Some of that evident in their discussion about lying to the workers about giving them Hope because it helps them run faster.
Like the 2d aliens, I sort of see this episode as dissecting the Doctor. As Clara impersonates him, and talks with him about how/why he would handle the situation, we learn about the Doctor's internal reasoning.
