Wells having direct video of Barry getting hit by lightning suggest he knew something was going to happen in Barrys lab that night so its not too great a leap to suggest he knew the the supercollider was going to go critical at the same time too.

It seems he's recreating the exact conditions needed to push Barry to the Crisis point
