Action Points/Combat Points

Looking for a way to break combat actions into a point based thing. So moving costs a certain number of points, attack costs a certain number of points, etc.

I thought I saw a system for that on here before but am having trouble finding it.

Rolemaster has something similiar to this, it would be fairly easy to convert I would think and it can be found in Rolemaster Companion IV.
