Scarlet Brotherhood agent disguise

Assuming a Scarlet Brotherhood agent is a pure Suloise and has blond hairs and blue eyes, what are the practical ways to avoid suspicion?

In my ongoing campaign, PCs are already at L11. A wizard PC has Arcane Sight always on via permanency and thus illusion or transformation spells cast on the agent would be easily found. He often use True Seeing spell in combat or when exploring dungeon. And he hate and fear Scarlet Brotherhood (He is a Blood Magus and once killed by an SB).

"Not all the SB agents are blond and blue eyes" could be a way to go. But at least I can try to find some tricks.

Unfortunately, it does not work in this case. She is meant to be a grosspokeswoman of Yeomanry and a diplomat.

According to the Greyhawk Folio, the Yeomanry is predominantly Suloise mixed with some Oeridian and that certainly opens up the possibility of being blond and blue-eyed. Dye the hair if she wants to blunt the Suloise look.
