I know there's a combat effective Eldritch Blast build that has access to proficiency in every skill, but what about using a combination of Remarkable Athlete and Jack of all Trades to cut out Athletics, Acrobatics, Stealth and Slight of Hand? Is it plausible to have such a build and be combat effective? Is it superior or inferior to the initial build?

If you're mechanically capping your Eldritch Blast build at level 2 Warlock, then it doesn't 
ing matter what you do after that. Go for those levels in bard if you want. Just 2 levels in Bard isn't worth it IMO though, might as well go 3 for Cutting Words or 4 for the ASI. Hell 5 gets you Font of Inspiration. With Eldritch Blast builds there's usually nothing good to do with your bonus actions. Bard Inspo fills that hole.
