Could someone make stats for the lipika? For those who don't remember they are retired supreme beings yet "only" as powerful as time lord theoretically

Lipika
Keeper of Secrets

These beings are great Eternals who stepped down from Supernal status and now maintain and study in the Great Library of the Akasha. They may no longer control the omniverse, but their power is still great - at least that of a Time Lord.

Upon stepping down, an Eternal loses rulership-based abilities, such as [Aligned] Messiah and Authority. They are converted into knowledge-, secrecy-, or magic-themed abilities.

Alter Reality (Su):
Once per round as a free action, a lipika can duplicate any spell of a level equal to 9 + number of automatic metamagic capacity feats (52nd-level for the sample lipika). This ability can also duplicate any epic spells of a DC equal to the lipika's Spellcraft modifier +20 (DC 2418 for the sample lipika, DC 1918 without the Emeritus Coronet).

Divine Spell (Ex): Damaging spells cast by a lipika deal half divine damage (not subject to immunity or resistance).

Evil Eye (Ex): A lipika always gets the maximum possible result on its own die rolls, and its enemies get the lowest possible result on theirs. Enemies with the cosmic ability Inner Eye roll normally. If the lipika faces an enemy with the transcendental ability Evil Eye, it rolls normally.

Immunities (Ex): A lipika cannot be harmed by natural hazards (natural cold, fire, lightning, earthquakes, etc.) It is immune to ability damage, disease, and poison. Due to divine abilities, the sample lipika is also immune to disarming, feinting, paralysis, petrification, sleep, slowing, stunning, tripping, and entangle, imprisonment, temporal stasis, or web spells or effects.

Limitless Spell (Ex):
Spells that deal damage dice based on level have no cap when cast by a lipika.

Metempiric Echoes (Ex): A lipika once held pancosmic power, and retains remnants of its former supernal supremacy. This grants the following benefits:
-Transcorporeality: A lipika cannot be harmed by any weapon originating within the Lower Dimensions (7th or below) of any universe (time lord, demiurge, etc.) Weapons of the Higher Dimensions work normally against it.
-Unreal: A lipika cannot be affected by magic cast by any creature native to the Lower Dimensions of any universe (unless it chooses to be affected). Eternals, anomalies, and their like can use magic against it normally.
-Cosmic Consciousness: A lipika's senses extend to the entire Akashic Library or Muzaloth. However, if in the Lower Dimensions, it is limited to the universe (time lord, demiurge, etc.) it is currently within.
-Cosmic Firmament: A lipika is treated as always within its godly realm.

Spell Reflection (Su): Any spell which fails to penetrate the lipika's spell resistance is reflected back upon the caster.

Spells (Ex): The sample lipika can cast spells as a 250th-level Wizard (caster level 1200th). Due to the Enlightened and Ensorcelled cosmic abilities, it knows all spells and can cast an unlimited number of spells per day.

Transmortality (Ex): A lipika cannot be permanently killed except by one specific being (the Omega) unless its quintessence or Constitution is drained low enough that this ability can no longer manifest (below Divine Rank 48 or Con 130).

Transtemporal (Ex): A lipika can travel freely in time, and gets triple actions even against beings with the Slipstream cosmic ability. This ability is canceled out against Transtemporal opponents.


Artifacts
The sample lipika has three overwhelmingly powerful artifacts.

Sword of Severance – +400 keen neutronium shortsword that annihilates 124 HD from its target when it hits. Forged from the heart of a dead star, this is one of the mightiest weapons in all universes.

Emeritus Coronet – +1000 headband of intellect, forged from solidified knowledge itself and humming with the energies of the Akasha.

Staff of Primordial Knowledge – This staff is crafted from the bones of a great wyrm nehaschimic dragon and carved with runes of pre-cosmic power. It has two powers:
- It radiates a dead magic zone out to 76 miles that affects only the wielder's enemies.
- Any spell cast by the wielder that deals dice of damage turns all dice into d100. (For example, a lightning bolt cast by the sample lipika would deal 1200d100 damage before metamagic feats.)

Notes
CR is only approximate, especially as I'm not quite sure of the value of the Staff and the Divine/Limitless Spell abilities (the latter is based on something Belzamus created, as is the d100 spell damage effect of the Staff).

I'm assuming Divine Spell is a divine ability (based off Divine Sneak Attack) and Limitless Spell is Transcendental. The Staff of Primordial Knowledge has what I'm calling 2 Transcendental-equivalent abilities; it's less powerful than an artifact of this level should be, which frees up space for Limitless Spell. The 4th artifact is replaced by the Omnific Ability.

Metempiric Echoes is an attempt to make some of the Dimensional Masteries fit a being that isn't actually representing a dimension or universe. Its Cosmic Consciousness is significantly better than usual...

Time Dilation: Double actions in every round

Astro Beam: 44,000 ft. (8 1/3 mile) range, ranged touch attack, 25% chance to erase from reality

Omnispective: Ability to see everything at once, negates enemies' Nebulous or Interdimensional

New Epic Spells

Curse of the Vanished Mind

21,600,000 gp; 432 days; 864,000 XP; Seed: afflict (DC 14). Factors: increase Intelligence penalty by 199 (+796 DC), +35 to saving throw DC (+70 DC), convert ability penalties into ability drain (x5 DC). Mitigating Factors: 2000d6 backlash (-2000 DC)

This terrible spell inflicts 200 points of Intelligence drain on its target (Will DC 55 + spellcasting ability modifier negates). The caster suffers 2000d6 (avg. 7000) backlash damage, but this is meaningless to a being with over a billion hit points.

A character must have at least 1000 HD to cast this spell, due to the backlash damage.

Transcendental Disintegrate

Factors: no verbal or somatic components (+4 DC), quickened (+28 DC), increase range 1600% (+32 DC), change from target to area, 20-ft. radius (+10 DC), increase area 800% (+32 DC), increase damage dice to d20 (+40 DC), increase damage dice to d100 (ad hoc +65 DC*), increase destroy damage by 980 dice (+1960 DC), overcome spell resistance +100 (+200 DC)

The ultimate iteration of the disintegrate spell, this mighty evocation creates a vitriolic green blast that explodes in a shower of impossible, eye-baffling colors. Creatures within the radius take 1000d100 damage (Fortitude save for half). Inanimate, nonmagical objects are destroyed within the radius. The spell's energy is so intense that the caster gains a +100 bonus on caster level checks to overcome spell resistance.

Nice! I love it. Personally I think it should have been more than a thousand hit dice as it's a former Supreme Being, but that's freaking awesome! The new spells and actual usable template is fantastic.

question is the sword really supposed to only do 10d10 damage? Also what does this lipika look like (I assume each one looks different)
