Do the the small races (halflings and gnomes) get "extra" bonuses to offset their inability to use heavy weapons without disadvantage?

Not reall their racial package is not that good and they suck up a slower speed.

Its like Drow they have a drawback, no real advantage to make up for it.

If by "extra" you mean "other abilities written down elsewhere" the answer is no. If you mean "have these races been balanced against other races including the fact that they are small" the answer is yes. 5e went through the largest public playtest in the history of roleplaying, there was a huge amount of feedback on every part of the process.

Consider for instance Halfling's "Lucky". This comes into play every single attack, every single save, and every single ability check. Chances of a 1 are reduced to 1 in 400, and every other result is increased a bit as the result. (Yes, that does mean it even makes crits more likely, but not by a huge deal.) Halflings also get +2 to DEX, widely considered to be the strongest of abilities scores. Also of note is that there is no overlap between finesse weapons which would use that Dex and Heavy weapons that would grant disadvantage - even if you are using a martial character if you are playing to the Halfling race's strengths (no pun intended) you are avoiding the weapons with the penalty.

Gnomes get +2 to INT and are the only races to get that. Including all the UA races, the SCAG variants, and from Volo's. As premier wizards using heavy weapons isn't their strong point in the first place. They also get goodies like advantage on all three mental saves against magic.

Well, there's the fact that they can ride Medium-sized mounts like Donkeys in places where Large mounts don't fit, thereby benefiting from the mount's higher movement and free Dash/Disengage.

Also, Medium-sized mounts are cheaper.

Goblin or halfling sorcerers have the best of both worlds: don't care about heavy weapons, can ride their mounts anywhere.

I think halfling and gnome rangers riding pterandon animal companions and raining down death from above is the compensation. :)
