Old Dragon Magazine article on characteristics of riding like bowl-legged? Trying to create Basic D&D Ethengarian PC

I remember reading an old Dragon magazine article on characteristics of riding like bowl-legged, giving bonuses on horseback and penalties while walking. But I don't remember which article or issue. It may not even be about characteristics of riding, but I clearly remember modifiers for bowlegged. I've looked in GAZ12 for Ethengar but no luck. If anyone remembers could they please follow up on my question. Thanks

Looking in Dragondex, there was a Nomad kit in "Completing the Complete Fighter" article by David Howery (Dragon #172). Maybe, that one?

It could be. There is indeed a modifier for bowlegged. It was a long time ago. My mind may be playing tricks on me but I thought there were other characteristics mentioned with appropriate modifiers. I may have to keep looking. Thank you very much for your insight.
