Personally, I hate the way Cutting Words is... worded; it just creates too much hassle for me as a DM. I tend to treat it more like shield at my tables personally. I declare the total; whether the bard "knows" it hits or not, he or she can Cutting Words it. It saves times. Portent, on the other hand, is something you have to declare before the roll due to its nature.
