I think INT is the closest to a dump stat. Not CHA, which I like. I think the stereotypical heroic adventurer is more often charming but dopey than clever but abrasive (unless a wizardly-scholar type, which 4e also gets right).

I see Dex dumped most often.

It's STR I see dumped most in 4e. Although in the game I'm currently running between four second level PCs there's a combined INT of 32.

A agree with STR and INT as dump stats (that said I think INT is dump stat for most editions of D&D). Con is a bit of a god stat in 4e because it gives extra healing surges. Which helps if you are not that smart!

They have a few ways of getting initiative based on Wisdom wonder if something like a Quick Thinking feat could enable that for Int.

The Backgrounds that affect base hit points I find flavorful actually (the Fated birth ones and couple of others)

I find those to be too good so I allow it only for Defenders.
