Clarification abouit using Herbalism to inflict a condition

If my character is trying to Brew a sleeping potion, basically a potion that inflicts the Tiredness condition snoozing, does this take 3 hours and 3 rolls against alchemy or 1 hour and one roll against alchemy?

Or is it 3 rolls difficulty 13 to brew the potion, and than another vs Mental defence to apply the potion to a target?

A herb which is eaten or drunk is a minor task (3 1-hour checks). A poultice, salve, or ointment is a major task (3 daily checks). A gas, incense or smoke is an extensive task (3 weekly checks). The difficulty is the target's MENTAL DEFENSE. You'd compare the rolls to the target's MENTAL DEFENSE when they consume it, so make a note of them as the potion is being created. As with all extended tasks, you need three successes, so you'll be using the lowest of the three.

e.g. if you spend three hours and rolled 15, 18, and 14, you'd compare 14 to the target's MENTAL DEFENSE when they drink it. Note that you still have to get them to drink it (bluff them, slip it in their food, or whatever).
