Side note: What's your thoughts on making lightning spells a spell level cheaper during thunderstorms?

Pros: It encourages players to engage with the world, at least to the extent of knowing what the weather is like.

Cons: It's a massive situational boost for the lightning-focused caster. If other players don't have access to anything equally potent, they would have a legitimate gripe.

Also, with a boost like this available, the party will want to know what the weather is like every day, and will likely try to find ways of forecasting it as well. I'm not sure the weather table in the DMG is up to the challenge. It looks like a quick-and-dirty table for when a group that normally doesn't care suddenly needs to know what the weather happens to be like at a given moment. If you rolled on that table every day, the results would probably seem very weird.

Side note: You'll probably want to make that "natural thunderstorms," to forestall any control weather shenanigans.
