My guess is that it would be close to November 4, since that's Extra Life day, and the Tortle Package is explicitly a fund-raiser for the Extra Life charity. (In other words, it won't be free, though it might be 'pay what you want'.)

Apparently there's some delay over determining the mechanism by which the charity will receive the proceeds from the Package, so the release of the Package has been delayed until Tuesday, September 19. Further delays are possible.
