I know that in the most recent Errata the skill requirements for equipment bonuses were removed, however that requirement is something my group rather enjoys. It really does a lot to balance the game, even if it does have some weird issues with dice pool caps.
So what was the original skill associated with shields? The best guess so far is that it is the armor skill of the type of shield in question (light for buckles and small shields, medium for medium shields and heavy for large shields). Is that correct or is there no skill associated with shields?
