is Protection from Evil better than its counterparts?

from the SRD:
Protection from Evil:

Third, the spell prevents bodily contact by summoned creatures. [...] Good summoned creatures are immune to this effect.

Protection from Good:

like protection from evil, except that [...] good summoned creatures cannot touch the subject.

the last quote also applies to protection from chaos and law.

So is it correct that pfe wards against contact of summoned evil AND neutral creatures, while all 3 other spells cannot hold summoned neutral creatures at bay? Why is that?
