How does the limitation of flying work with Druids

If they take on a bird form can they fly, or not?
If they use the Eagle Shaman archetype, same question about the totemic ability?

From the expanded ZG Player's guide, page 4:

The nature of the elemental planes that feed energy into the world
makes it impossible for magic to create permanent flight. Powers that
grant flight for never last more than five minutes, though flight with
wings is fine, as long as the creature is Medium sized or smaller. There
are no flying carpets or airships. Since the reported extinction of dragons,
flying creatures do not grow any larger than an eagle or condor.

So as long as their bird (or winged-druid) form is Medium size or smaller, they can fly using wings. I'm not versed in Pathfinder, but looking at the Totem Transformation feature, the granted fly speed should work just fine, unless the druid is normally Large-sized (like, I guess an ogre with levels in druid).
 

Yeah, the narrative reason for 'no magical flight' is more to tie in with some mysteries later in the campaign, and in part because I wanted being able to fly to feel like more of a big deal.

Then in my playtest, a player wanted to be a pixie, and I said yes. So that went out the window pretty fast.

I say if you want your PC to be special, go for it. But most of the world will think he's amazing for being able to fly.
