Interesting take on it - I never considered linking the different nature of various races in Eberron to the absence of divine involvement.

I also like the distinction between race and culture, particularly a setting where the different races are more mixed in terms of where they live.

Same. I especially like the fact that races can choose to not known their own language because of the cosmopolitan nature of the setting. Both sides of my family have been in America for at least three generations. I don't know Italian, nor Spanish, nor German. I have older relatives that can speak those, but not me.
